For the past few weeks, our demonstrations have remained in Sheikh Jarrah Park, around the corner from the Al-Ghawi and Al-Kurd homes. This was the result of an unwritten agreement with the Israel Police. However, last week on Jerusalem Day, hundreds of settlers from around the Occupied Territories poured into the neighborhood, some of them armed, and the police stood by and let them right onto the street where the houses are. This was in blatant contradiction to what the police have said in the courts—that any political protest in front of the houses would be a provocation. Apparently armed settlers who taunt homeless people are not a provocation.

This Friday’s weekly demonstration was impassioned. Dozens of activists crossed Nablus Road from the park where we had been demonstrating to demand that the police allow us to demonstrate near the houses, just as the settlers had done.

The police refused.

Nearly 100 protesters sat on the street.

Nearly 100 protesters sat on the street.

So nearly 100 demonstrators crossed and sat down on the concrete in a bold act of civil disobedience. The response of the police was unprecedented in its violence, but the scene was priceless (see a video clip here). The Border Guards who were called in put people in headlocks, shoved us as hard at they could, and were reduced to dragging the sitting protesters limb by limb, only for the protesters to sit right back down. 14 were arrested, and four protesters were hospitalized: Uri with a broken hand, Elisheva with a back injury, Dani with a broken finger and Ro’i with a broken rib. As if to acknowledge that they were breaking the law, the Border Guards covered the name tags on their uniforms.

What the police seem not to get is that this is a resilient and committed movement, and that we do not speak their language—violence. We speak solidarity. So with 10 protesters spending the weekend in jail—for no good reason —over 400 people arrived outside the Russian Compound courthouse the next night (Saturday) to support them. After about an hour and a half, when the police tried to silence this protest too, it spontaneously turned into a march on Jaffa St.

A spontaneous march on Jaffa St. An Arabic sign reads "No to occupation," and a Hebrew one, front, middle, reads "The Police of Yisrael Beiteinu," a play on 'Israel Police' to imply that the police are favoring the agenda of Foreign Minister Avigdor Lieberman's right-wing, fascist-leaning party.

A spontaneous march on Jaffa St. An Arabic sign reads “No to occupation,” and a Hebrew one, front, middle, reads “The Police of Yisrael Beiteinu,” a play on ‘Israel Police’ to imply that the police are favoring the agenda of Foreign Minister Avigdor Lieberman’s right-wing, fascist-leaning party.

Several passers-by joined us, and our chanting became loud and spirited, completely drowning out the small crowd of young people who gathered to counter-protest. They chanted, “a Jew is a human-being, an Arab is a son of a bitch.”

That racism is indeed a fitting mantra for the policy of evicting Arabs in East Jerusalem—because why would “sons of bitches” need homes?—and a mantra for which the Jerusalem municipality, Israeli courts, and the Israel Police must be taken to task.

Of all cities, racism will not pass in Jerusalem.

If you want to support the struggle for Jerusalem, please help us cover the legal fees that the police are forcing us to incur—or hop on a bus or plane, and join us in Sheikh Jarrah this Friday, May 21!

Over a span of six years, Neta Efrony, a member of MachsomWatch (Checkpoints Watch), documented an Israeli military Checkpoint – on the road between East Jerusalem and Ramallah – which grew and expanded into becoming a Terminal.

Kalandia’s Checkpoint does not separate between Arabs and Jews; it separates between Palestinians and Palestinians. The film, shot in a cinéma vérité style, is an authentic and disturbing testimony to the daily struggle of Palestinians who wish to continue their routine lives, on their way to work, education, medical care or religious reasons.

Bustan Qaraaqa (the Tortoise Garden) is a community permaculture project, based in the West Bank town of Beit Sahour (Shepherds’ Fields), close to the city of Bethlehem, and a five minute drive from Jerusalem.

The aim of the project is to propagate a grassroots environmental movement in the Palestinian Territories to address the problems of food insecurity and environmental degradation that threaten the well-being of the population; problems that are going unaddressed as a result of the ongoing Israeli military occupation which impedes effective development.

We feel that where governments and development agencies are failing, perhaps individuals and communities can succeed if only they recognize their own power to deal with the problems that are facing them.

Working closely with our neighbours, we are creating a model permaculture farm, to serve as a center for experimentation with and demonstration of cheap and easy techniques for sustainable living and food production. In addition we are carrying out environmental education activities with all sectors of the local community, and supporting people in implementing their own permaculture initiatives and realising their environmental rights.

The site also serves as a guesthouse for international visitors, who are invited to volunteer with the project, working both at Bustan Qaraaqa itself and with members of the local community to learn about permaculture techniques and the political-environmental situation in Palestine.

Armageddon, Straight Ahead

It is 1:30 am, and I just came back from Sheikh Jarakh –I see Jerusalem in flames, and know than my words will not succeed in conveying the horror of what I saw or the dread in my heart.

Today the court ruled in favor of the settlers who had taken over part of yet another family’s home in Sheikh Jarakh. Because a lawyer for some of the families in the 1980′s recognized Jewish ownership in return for protected tenant’s status, the addition the El-Kurd family made to their home was deemed illegal. They had to ask permission from the “owners” to do it. Did the court order the addition demolished or a fine paid? Of course not. Why, anybody should be able to understand that the only logical thing to do was to let settlers move in to the extension.

All day the tension was palpable, sometimes breaking into physical violence. When I arrived in the evening, people warily looked at me to determine if I was friend or foe, until I got close enough to be recognized and greeted in Arabic the newcomers who didn’t recognize me. Palestinians backed by Israelis and internationals huddled around fires, keeping a watchful eye out, as Arab music reminded settlers huddled inside their new acquisition just where they were. Nasser Ghawi is closing in on his fourth month in a pitiful lean to across the street from where 6 settler families lived in his home, with a constant stream of visitors in and out. He asked me if there was any hope left. Usually full of optimism in even the most difficult situations, I could only mouth some meaningless platitudes about looking for new legal options. Yesterday Maya, our staff person who spends the most time in Sheikh Jarakh, asked me where justice was. I didn’t have an answer for her either.

All of a sudden a group of settlers and their supporters comes to the Ghawi home amidst catcalls and insults hurled by Palestinians seeking an outlet for their seething anger and pain. The settler group moves closer and wants to come in to congratulate those within. Everybody jumps to their feet and the gate is slammed shut, but there are settlers already inside as well as outside. I am amazed that no fights break out. The taunts get louder and more vicious. Some spit at the settlers. In similar situations I have urged Palestinians to calm down, but here I felt that I had no right and that it would do no good. The only comment I responded to was when somebody said in Arabic that they wished Hitler had finished the job. I tried to think of what I could do if things escalated further, and didn’t come up with any answers. The settlers keep staring at me and my kippah. They don’t get it.

The most terrifying indication that we were at the brink of conflagration was that the police were did not wade violently into the Palestinians or arrest people for having the wrong look on their faces, as so often happens in Sheikh Jarakh. I even saw one of the officers trying to clear the way for settlers to come in and out snarl at one of the settlers and tell him that he dare not touch anybody. In other situations I would have been pleasantly surprised, but here this was an indication that the police also knew that they were sitting on top of a volcano about to blow.

Maya arrives. I say to her, “It will be a miracle if the night passes without an explosion.”

Every few minutes a new group of settlers comes to look, to smile. At one point a settler inside comes demanding that the Palestinians turn off the blaring music. I have visions of what will happen if he pulls a plug or smashes something. I remind him of the Jewish teaching, “You don’t rebuke somebody in the midst of their sorrow. “ He goes back in, as Palestinians shout and rattle the windows. One woman addresses at length the Druze officer guarding the door to the captured room. I can only imagine what she is saying. What is said in Hebrew again and again is, “This is your system of law?” I can only answer what I learned years ago, “Not everything that is “legal” is just.”

The worst of it is that I don’t know what to suggest. Israel’s democracy has failed up until now. International pressure has failed up until now. The activist community has failed up until now.

Although his worst predictions that their actions would cause the inhabitants of the land to rise up and destroy them never came true, our ancestor Jacob cursed his sons Simeon and Levi until his dying day for their violent and brutal act of revenge in this week’s Torah portion, Their weapons are tools of lawlessness. Let not my person be included in their council,, Let not my being be counted in their assembly. For when angry they slay men, and when pleased they maim oxen.”(Genesis 45:6)

I hope that I too am wrong. What is the big deal here? Be angry and upset, but why so worried about one more incident of helpless Palestinian fury directed at an Israeli injustice? Why should activists spend a sleepless cold Jerusalem night huddling in front of a fire? Why should the political echelons and the courts shake themselves out of their torpor? Can’t the international community feel satisfied with itself over it’s “strong protest?”

Because this is Jerusalem. As I wrote a week and a half ago, I see a Palestinian anger burning so strong that, unlike what usually happens, neither the threat of arrest or the use of overwhelming force is a deterrent. That means a third intifada. That means that the fact that the world community forcing Israel into a settlement freeze (perhaps) may be too little too late. That means that the Obama administration remains a laughingstock at best, and in many quarters the U.S. is again the subject of scorn and derision.

I see Jerusalem in flames – I see Armageddon straight ahead. I see everywhere complacent alarm. I know that tens will answer our call to demonstrate today, but we need hundreds and thousands. The diplomats will write urgent reports, but we need effective pressure. The peace and human rights community will say that this is terrible, but we need them to come out of their homes. The politicians will say that it is a matter for the courts and that they can’t interfere, while the courts will say that the law takes precedence over their personal conscience. The police will prepare emergency plans. If nothing changes (olam c’minhago noheg), Jerusalem will burn.

Postscript 9:45 am: Massive forces arrived a short while ago and again forcibly tore down the Rawi lean-to opposite their home. Just before I left last night a police officer who didn’t know Nasser (I guess the police sent in new forces, knowing that the clearly biased officers from the local police station would add fuel to the fire), asked him for his ID. I said “You don’t know this is Nasser Rawi who has been sitting here on the sidewalk for 3 months?” The officer asked if I was there to help Nasser, and I said “Yes.” The officer replied, “He doesn’t need your help.” My first thought was, “What do you mean a family expelled from their home and sitting on the sidewalk for 3 months doesn’t need our help?” Afterwards, I thought to myself, “We all need help.” *******************

ACT

Things do not seem quite as desperate as when I first wrote these words. However, I continue to be haunted by the fact that those of us who were predicting the second intifada a year and a half before it happened failed to convince enough people of how tense the situation was. Seeing the warning signs today of a potential third intifada, I know we must do better this time. We are currently discussing with our partners in RHR-North America what we can ask you to do if you too are disturbed by what you read. In the meantime, you may wish to write to Prime Minister Netanyahu, http://www.pmo.gov.il/PMOEng/PM/Write+to+PM/, or Mayor Nir Barkat, mayor@jerusalem.muni.il. Those of you who are U.S. citizens may wish to participate in J Street and Brit Tzedek V’Shalom’s campaign asking Secretary of State Clinton to redouble her efforts to change Israeli behavior in E. Jerusalem, http://www.jstreet.org/campaigns/current.

************

ADDITIONAL UPDATES

I myself am unfortunately just back from the police station, after flyers were distributed in mailboxes in my neighborhood and taped to lampposts by settlers from Shiloh who were angry because we accompanied Palestinian farmers last week to lands that Shiloh is trying to take over. The flyers called on people to “talk to me” to dissuade us from “provoking” and “causing Jews to be arrested and indicted as aggressors.”

As much as we would truly prefer to protect human rights by inspiring people to uphold our highest Jewish values, unfortunately we sometimes must also “provoke” in order to effect change. If there is a silver lining to this incident, perhaps these flyers are an opportunity to invite my neighbors to a parlor meeting.

Inspiring and provoking is not limited to Shiloh. For those of you who would like the latest updates regarding our last ditch campaign to stop the Israeli Wisconsin Plan from being expanded to the entire country, what is happening with the residents of Bir El-Id returned to their homes after 10 years, the olive tree planting season, East Jerusalem, and/or our educational programs, you can go to http://rhr.org.il/index.php?language=en. You can also write to info@rhr.israel.net, and ask to receive the weekly updates and d’var Torah we send out to our Israeli members, volunteers and supporters. You can also click http://rhr.org.il/page.php?name=article&id=25&language=en to read my remarks upon receiving the Yeshayahu Leibovitch prize and/or http://rhr.org.il/page.php?name=article&id=23&language=en to get a sense of a week with RHR.

1. Maps of the archaeological excavations in East Jerusalem and the West Bank
For the first time, a searchable map recording archaeological sites in the West Bank and East Jerusalem is available on the web. The map also has a Google Maps interface.
The maps provide a source of information on surveys and excavations conducted under Israeli license in the West Bank, including East Jerusalem, from 1967 to 2007. It encompasses nearly 6000 archaeological features and 1600 excavations.

2. Information about the book: Israeli Archaeological Activity in the West Bank 1967–2007: A Sourcebook
by Raphael Greenberg and Adi Keinan
This publication provides the first unified source of information on surveys and excavations conducted under Israeli license in the West Bank, including East Jerusalem, from 1967 to 2007. It encompasses nearly 6000 archaeological features, 1600 excavations, and 1000 referenced publications. Derived from published and unpublished sources, the database provides as full an account as possible, within the authors’ limitations, of the extent of archaeological knowledge accumulated by Israeli research since 1967 in the occupied territories. Prepared under the auspices of the Israeli-Palestinian Archaeology Working Group, it is an important source of information on the cultural inventory of the Central Highlands of ancient Israel/Palestine and a contribution to the ongoing project of recording and mapping the deep history of the Near East.

3. Upcoming Tours
The archaeological tour “From Shiloah to Silwan” offers a unique experience of the “City of David” archaeological site located in the Palestinian village of Silwan in East Jerusalem.
This is an unusual tour because along with an introduction to the archaeological splendor of the site, it also introduces the visitor to the role of archaeology in the Israeli-Palestinian conflict and its impact on the residents living near the site.
The tour is guided by an archaeologist and village residents.

The English tour will take place on Friday, January 22; at 1 pm
The Hebrew tour will take place on Saturday, January 15; at 1 pm

OLIVE HARVEST COALITION: 2009

Greetings,

This is a call for volunteers to participate in the olive harvest.

As in the past years, this year we will be harvesting olives around Palestine with Israelis and international volunteers, with the help and assistance of the coalition organizations.

As a result of the poor weather and lack of access the harvest crop this year is low and it is important that all the olives are collected.

We are preparing ahead for the harvest to go by successfully and without many disturbances. The settlers are surly preparing as well. Project “Price Tag” has already begun.

As in every season, we expect challenges and trouble with the harvesting near points of contention around the settlements. We also expect challenges as resulting from policies around permits and mobility around the separation barrier.

Similar to previous years we will spread out around the West Bank.

Thank you,

On Sunday the government of Israel demolished five homes in the southern Negev: three of these homes in the village of Al-Ghrair, south of Ovdat. One of the families in 2004 had agreed to move from their former location by the army base of Ramon to this village, with the understanding that their new home will demolished until an agreement will be reached with all the other residents of the village of Al-Ghrair. Despite these agreements the government demolished their home.

Two more homes were demolished in the village of Abde. This adds five families suffering from the desert sun and wind – and the violence of the Israeli government.

And the usual – the Government of Israel once more wiped out the village of Twail Abu-Jarwal. In addition, as part of “cleaning the land” they confiscated the tractor that is used to carry the water tanks for the villagers’ water, and destroyed all the water tanks.

The Government of Israel also destroyed a tent that served as a young people’s club in the village of A-Zarnuk. Sitting with the youngsters in the evening, a young man said, “When I go to Beer Sheva to their clubs, because I am an Arab they bring the police to remove me from there… now they destroy our club – only a tent! Where do they want our young people to go?” …Indeed – where?
